In it, they say that the three fundamental steps everyone should take before disaster strikes are to: 1) build up a supply kit for emergencies, 2) make an emergency plan for the whole family and 3) be up-to-date about the various types of emergencies that could happen and their appropriate responses.
This three-branched plan is made to encourage families to be proactive in learning about what protective measures to take, depending on the location and the kind of the disaster (whether it is natural or man-made); also to be proactive in determining where to meet and how to communicate with your loved ones during an event of that kind; and in packing enough supplies (including batteries, flashlights, first aid kits, medications and so forth), found and clean water in survival kits.
Once you make your emergency survival plan and firmly establish it, there are a couple of extra items you could include as reinforcements. That can be also pretty helpful in terms of having something on which to fall back in case you run out of some supplies or in case you need to improvise. For instance, if the problem is that you have run out of clear, drinking water, you can solve it thanks to this ingenious solution that takes minimal supplies.
